Overview and Legal Framework

In 1981, UNDP and the Government of the Syrian Arab Republic signed a Standard Basic Agreement (SBAA) to govern UNDP’s assistance to the country. In 2006, the United Nations and the Government signed the United Nations Development Assistance Framework (UNDAF), outlining their collective efforts to respond to Syria’s national priorities and international objectives. This document has led Country Programme Documents upon which Country Programme Action Plans (CPAPs) for UNDP, UNICEF and UNFPA were created. While the CPAP is a legal agreement between the host government and UNDP to implement development programmes, its main focus is to achieve the following outcomes
  1. Poverty reduction and economic growth
  2. Enhancing democratic governance, citizen participation and improving institutional, administrative and legal frameworks
  3. Strengthening environmental management and protection of the environment
  4.  Improving disaster prevention and management
  5.  Fighting HIV/AIDS, as well as reducing and preventing further spread of tuberculosis infection
