Description / Overview:


The project follows on from the preparatory phase to implement the reform project of the postal sector.
The project will support the postal sector at the level of strategic planning and policies including legal and institutional levels.

Objectives:

  • The project’s objective is to support the Syrian Government in its efforts to implement the Administrative Reform Programme under the umbrella of the E-Government, and in particular:
  • The strengthening of the efficiency and accountability of governance structures at central and local levels, by government, civil society and the private sector, towards sustainable development;
  • Improving administrative services for citizens and court’s administrations taking into account citizen’s rights and the needs of vulnerable groups;
  • Enhancing access to improved public services through procedures simplification.

  • The Ministry of Communication & Technology - National Post Authority
  • The public
  • The public and private business sectors
  • The public and private sector working in the postal services 

Implementation Strategy:

  • Develop the implementation action plan for 2010 and 2011.
  • Prepare work schedule of implementation phase. This involves the establishment of working groups and the development of a practical schedule of project activities;
  • Finalise the procedures of implementing the universal post services according to the market needs and the cost. This includes preparing a proposal for UPS in Syria and introducing authorities to UPS issues
  • Develop the postal sector policy and the actual implementation of legal framework
  • Develop the legal entity of the public operator
  • Formulating the project management unit 

Achievements / Current Status:

  • the implementation action plan developed and shared with the government for their comments.
  • PMU in place.
  • Working groups formulated
