Description / Overview:

BIDC:

The primary objective of the center is to improve business capacities of existing enterprises and allow well-trained, viable MSMEs to pursue their activities after graduation from the center, thus generating sustainable employment opportunities and business activity.
 
To do so, the center will thoroughly assist in the crucial start-up phase of the business development process with all relevant resources and services which will also serve to increase competitiveness and efficiency among qualifying existing MSMEs.
 
Interventions will target existing MSMEs in order to retool business practices, notably through training on business plan design and management, with added ICT emphasis for efficiency, markets outreach, the cross-fertilization of information related to market creation, innovation and the sharing of know-how, i.e. mutual learning among MSMEs operating within the center.
 
The program will seek to promote, support and complement large scale and replicable employment generation initiatives.
 
Expected short-term impacts include enhanced capacities of local entrepreneurs, notably through training. Long-run expectations comprise increased sustainability among existing MSMEs and reduced mortality rates among start-up businesses, resulting in sustainable employment generation within the region and poverty reduction.
 
This Center will act as facilitating hub for local Syrian entrepreneurs to meet their business development and technical needs.  By providing multiple services and resources, the Center will aim to build the capacities of MSMEs, notably in terms of employment generation.
 
It also aims to assist the newly graduated youths to upgrade their skills and be prepared for regional markets, in order to increase local employment opportunities. This will address the government’s objective and priority in development of the region through inviting more investments which needs trained and competent human resources locally to support their operations. This also ultimately will contribute to the government’s goal of poverty eradication in the region.


Vocational Training Center:
The main objective is to establish a “Vocational Training Unit” within the framework of the on-going project “Business Innovation and Development Center in Raqqa” in order to address the urgent needs for vocational training due to the lack of skilled labor in the region. It also aims at assisting the newly graduated youth in enhancing their skills and preparing them for the regional market, in order to increase their local employability. This initiative will take in hand the government’s priority to develop the region and   attract more investment that requires locally trained and competent human resources to support their operations. This also ultimately will contribute to the government’s goal of poverty eradication in the region.
This output can support the entrepreneurs or SMEs through:
  • Developing an overarching mechanism that recognizes the positive contribution of SMEs to economic growth, and rationalizes individual SME initiatives supported by government and donors.
  • Recognizing the role of access to finance of all market segments (micro, small, and medium) in increased productivity and growth.
  • Offering business development and financial services to young entrepreneurs.
 
Rehabilitation of Roman Wells:
 
This project ultimately aims at supporting the Syrian Government in the process of rehabilitating ancient Roman Wells in the north eastern region in one of the poorest regions of the country, the North Eastern region of Syria, for use as a sustainable water source by the local population, without incurring environmental damages.  This is expected to increase the access of the local population in the north eastern region to safe drinking water.  The project will support and contribute to local development and planning efforts on the governorate level in the North East as part of the "Support to the Implementation of the Tenth Five Year Plan" Project currently being implemented by UNDP Syria.

Objectives:
  •  
    • Building and developing the capacities of under-privileged local entrepreneurs that will be able to build useful capacities and implement their projects through guidance, technical and financial support.
    • Energizing the local business climate by establishing a local MSME network
    • Enhancing the business environment through the implementation of a business incubation unit.
    • Increase employment generation and sustainability among SMEs in the region through capacity development in business and vocational training.
    • Establish a cluster-based SMEs database and provide relevant technical assistance.
    • Establish a venue for Vocational Training Unit with full equipment and the technical vocational create financial support mechanism to help provide the entrepreneurs or SMEs with necessary funds to start their business
    • Revive the business climate and boost tourism in Deir Ezzor through the rehabilitation of the old Souqs and provide technical assistant to the rehabilitation and lighting of the suspended bridge. .
    • Developing an overarching mechanism that recognizes the positive contribution of SMEs to economic growth, and rationalizes individual SME initiatives supported by government and donors.
    • Recognizing the role of access to finance of all market segments (micro, small, and medium) in increased productivity and growth.

    • improve the living standards, and decrease internal migration, in the north eastern region through increased access to safe drinking water.
    • Increase access to safe drinking water in the north eastern region.
    • Support to local development efforts through the rehabilitation of Roman Wells in the north eastern governorates.
    • Provide and develop skills of micro business owners and workers to reduce their costs and increase their profits through the support of IECD Al-Hadaf center in Deir Ezzor.

Targets for 2010:

BIDC Deir Ezzor:
  • ICDL unit within BIDC fully operational.
  • Workshop on different management and business subjects conducted
  • Awareness raising workshops on the importance of knowledge sharing and training in the field of business in order to enhance working skills and increasing employment rate in the region conducted.
  • Conduct training courses (HR, Marketing, Feasibility study, accounting, customer service, English for business, ..etc) for 400 beneficiaries.

Vocational Training Center 'VTC' in Deir Ezzor:
 
  • Vocational training offices and workshops rehabilitated and furnished.
  • Conduct ToT training on the new (6) occupations for the VTC trainers.
  • Vocational training unit established and launched.
 

BIDC Raqqa:
  • Renovation of BIDC center in Raqqa initiated & PMU in place
  • Media campaign conducted.
  • Business and Vocational Center is established and launched.
  • Conduct Training.
  • ICDL unit within BIDC fully operational.
 
Old Souqs in Deir Ezzor:
  • Follow-up with local authorities on works going on(infrastructure, pavement,  maintenance ,..,etc) .
And the relocation of souq Al-Qasabeen 'Butchers'.
  • Complete replacement of Souq Al-Toujar facades.
  • Relocate  the Butchers market to a new location
  • Follow-up with local authorities to provide financial support to replace facades for the remaining shops in the souqs.
 
Roman Wells:
  • Survey the roman wells in the north eastern region and provide with a detailed date on them.
  • Complete the rehabilitation of at least 35 old Roman Wells in Deir Ezzor, Hassakh and Al-Raqqa and handle them to local communities. 
 
IECD (Al-Hadaf center) in Deir Ezzor:
  • Train at least 70 micro businesses owners and workers to develop their skills and businesses.
  • Launch the mobile training unit for rural areas in Deir Ezzor..
  • Follow-up with beneficiaries through consulting and field visits.

Implementation Strategy:

    • Raise awareness about project activities and to promote local business networks for knowledge sharing among SME  
Achievements / Current Status:

Up to April 2010
  • 73 courses conducted attended by 650 persons (male and females) were trained on different business related courses (Marketing, Human Resources, Accounting, how to start a small business, Feasibility Study and English for business).
  • 22 workshop and lectures attended by 650 persons were conducted in different subject i.e. financial market, e-government, time management, negotiating skills, investment ..,etc,.
  • Requirement for ICDL certification is going on and ICDL training will be launched on Q3 2010.
  • BIDC participated in the First Investment Conference in the Eastern region on March 2008 .
  • Currently initiating the establishment of a vocational training unit aiming at skill enhancement for the unemployed in partnership with the Ministry of Industry, MoU is signed with the Ministry of Industry.
  • Rehabilitation of 30 roman wells in Deir Ezzor, Raqqa and Hassakah completed.
  • Signing a new MOU with Deir Ezzor chamber of industry and commerce to rehabilitate Alfurat building within the vocational training complex in DZ and rehabilitation of other workshop is going on..
  • Restoration of the Ottman Gate and 66 arches and  facades of Souq Al Tujjar is  completed, other works (pavement, maintenance and infrastructure are still going on) in Deir Ezzor old souqs.
  • Rehabilitation works for BIDC Raqqa has been completed, the center is furnished, equipment and tools in place, training material ready for launching.
  • IECD Al-Hadaf  established and training conducted for 40 Micro Businesses owners and workers. 

Issues and Difficulties:

  • Lease of the Location used by the BIDC will expire in June 2010; we have to look for another appropriate location without paying any fees.
  • The establishment of the Vocational Training Center is delayed because of the bureaucracy.
  •  Lack of local trainers, experts and consultants.
