Description / Overview:

The Project aims to support the Ministry of Foreign Affairs in its efforts to develop national capacities and competencies of foreign service staff to meet Syria’s socio-economic reform plans, as stipulated in the 10th 5YP 2006-2010.


Objectives:

This will be achieved through supporting establishing the Syrian Institute for Diplomacy (SID) and upgrading the Ministry's current admission criteria of the foreign service staff according to international standards. In addition, on a pilot project basis, the workflow of a selected Directorate of the Ministry will be modernized, in order to pursue efficiency reform within the Ministry.



Target Beneficiaries:

  • Diplomats and staff at the Ministry of Foreign Affairs

Implementation Strategy:
  •  Organizational structure of the Syrian Institute for Diplomacy in place
  • Capacity development programmes designed and initiated
  • Several support units established in the MoFA (language, research and documentation)
  • Select Directorate at the Ministry selected for work flow modernization assessed
  • Implementation of modernization plan in pilot directorate with manual (best practices and lessons learnt) provided for replication.
