Description / Overview:

This project intends to enable activities related to the preparation of the Initial National Communication (INC) of Syria to present this report to the United Nations Framework Convention on Climate Change (UNFCCC).


Cross-Cutting Themes:

The project contributes indirectly to gender equality through providing capacity development to men and women in the national cadre and local communities.


Objectives:
  • Strengthening of national capacities for meeting obligations towards ratified international environmental conventions.
  • Finalizing and publishing of the INC.
  • Enabling the Syrian Government to autonomously conduct assessment on climate change impact and to implement adaptive measures according to the INC to different areas of development policies.
  • Integration of environmental dimensions into national legislation and policies.
  • Raise awareness among stakeholders and public


Target Beneficiaries:

  • The Ministry of Local Administration and Environment/ General Commission for Environmental Affairs (GCEA).
  • The Government of Syria.
  • The environment on a local, regional and global level, and the public

Implementation Strategy:
  • Collecting data and create database.
  • Conduct an analysis for greenhouse gases emissions in Syria since 1994.
  • Analyse potential measures to mitigate the increase in greenhouse gas emissions.
  • Analyse potential impacts of climate change in Syria and adapt measures.
  • Prepare and finalize the INC.
  • Build human capacities among stakeholders through training workshops.
  • Raise awareness among the public and decision makers through campaigns


Achievements / Current Status:

Up to July 2008
  • PMU staff contracting & establishing the project office.
  • Forming Project Steering Committee /PSC.
  • Forming Project Technical Committee/ PTC.
  • Establishing a data base of the stakeholders, concerned parties and specialized experts on regional and national level.
  • Recruiting national- consultants and Team leaders, beside establish project sectored working groups.
  • Initiation Workshop and preparation for the project inception report.
As of February 2010:
  • Overall national circumstances related to climate change are identified. The national circumstances report was prepared, discussed with all national stakeholders and adopted.
  • Vulnerability of different sectors (water, agriculture, health, energy and transportation, industry, land uses and desertification rangeland) to climate change was evaluated, draft reports including proposed strategies for adaptation were presented to the national stakeholder in a national forum and adopted.
  • With a full participation of all national stakeholders and specialized consultants and academics, the GHG report was validated and adopted in a national forum held on 30 July 2009.
  • The national mitigation team is in place, and a draft reports for the following sectors were finalized: Waste, energy industry oil and gas, agriculture, transportation and renewable energy.
